It’s not one of the Doctor’s best landings, but he’s in a bit of a rush. There are weird goings-on in London, which isn’t unusual around Christmastime, and someone needs to deal with the problem, whatever it happens to be. As self-appointed protector of the earth and all humanity, more often than not the task falls to him.
So yes, bit of a precipitous landing in Kew Gardens, should have been a bit more careful.
