It hadn't mattered that Jack turned down the Doctor's second invitation to see the stars, just after the Master was murdered and the world was put right. There would always be time to ask again. Jack wasn't mortal, and because of that they had forever. At least, that's how it seemed, right up until the day that time ran out.
