Fourth Doctor, Tenth Doctor
I'm Your Moon by SailorPtah [Reviews - 4] Printer Chapter or Story

4.1
--Sarah Jane will leave the Fourth Doctor right before he returns to Gallifrey on the summons of the Time Lords (though she herself will be summoned there, into the Death Zone, to join the Third Doctor in The Five Doctors). By the time the Tenth Doctor meets Stephen, Gallifrey will be time-locked away from the rest of the universe and inaccessible. (Mostly.)

--Higgins' Moon is from Firefly.

--Stephen will think of two worse jobs eventually: turd miner and goat ball licker.

--The really nice restroom (with a swimming pool!) was jettisoned by the Seventh Doctor in Paradise Towers.

4.2
--The concept of the psi-moon is from the Red Dwarf episode Terrorform.

--The Ninth Doctor had perhaps the largest ears of any regeneration, certainly the most notable (although that may be in part because he had the least hair).

4.3
--Stephen's short-lived Presidential run was "sponsored" by Doritos.

--Dessert is, of course, Stephen Colbert's AmeriCone Dream.

4.4
--I hope I don't have to tell you about Mirkwood.

--The Sultan at the time is Suleiman the Magnificent, notable for, among many other things, the reforms he passed to protect his Jewish subjects. (Stephen seems to have a knack for attracting cute Jews.)

--The "creepy baby Stephen" phenotype comes from a very creepy magazine cover.

4.5
--The Third Doctor was a noted master of Venusian aikido.

--The Planet of the Nymphomaniacs is another Red Dwarf reference.

4.6
--In the Whoniverse, Arthur Coleman Winters wins the 2008 presidential election, as seen in The Sound of Drums. The Master kills him before he gets a chance to do much. (According to one of the spin-off novels, Chuck Norris won the 2004 election, defeating Bruce Springsteen.)

--The loss and reappearance of Jack's brother Gray is dealt with in the second season of Torchwood, none of which has happened to Jack yet.

4.7
--Stephen's tryst with "Papa Bear" Bill O'Reilly took place in January 2007. Steamy fantasies about Applebee's restrooms are mentioned in I Am America (And So Can You!). The fight with Conan was in January 2008, and yes, it did get that gay.

--More references to Tek Jansen, Stephen's tough, sexy, charming, and talented sci-fi self-insert.

4.8
--Sweetness is the aforementioned gun.

4.9
--The Armies of Truthiness are obviously wearing Patriot Armor. (See also the story of Stephanvs Maximvs Trvthiness.) Their leader is holding Captain America's shield.

--Bears are Stephen's archetypal symbol of the frightening, and, consequently, of the powerful and respect-worthy. (See: Papa Bear.) This particular bear is Anger, which, as Yoda could tell you, is what Fear leads to.

--"It's a mansion with many rooms" is a sidelong Biblical allusion: when Jesus says "In my Father's house there are many rooms," he's talking about Heaven.

--The Library is visited by Ten and Donna in Silence in the Library, some time during the 51st century. This is a few hundred years earlier, before the Vashta Nerada arrived.

--Neil DeGrasse Tyson has appeared a record five times on the Report, and is described by Stephen as his "BFF: Best Friend Fysicist."
